Abstract

This paper explores the notion of legislative regime that covers different dimensions of law production (number, size, policy fields spreading) as well as legislative procedure (duration, impact on the length). It suggests that the aggregation of those dimensions offers a way of assessing the productivity as well as the stability of the legislative activities of a given political system. Following that approach, the paper develops a double comparison of the EU legislative regime: throughout the time (1996-2017) and with law production in the US and France. Principal Component Analyses realised suggest that the EU has entered in an area of turbulence since 2010 that translates both into more instability and in a Malthusian trends.
