Abstract

This panel questions the on-going trends related to the legislative procedure of the EU. With the help of a database developed on all legislative acts adopted since 1996, it aims at assessing the effect of the multiple crises at the EU level on the capacity to adopt laws and the type of legislative procedure. Be it the basics of the legislative regime of the EU, the level of consensus within EU institutions or the generalisation of informal early bargains, all seems to indicate that EU actors have replied to the crisis by strengthening the main features of the institutional model. The panel aims at analysing the reasons for such continuity. It also seeks to identify some emerging signs of faltering law production with lesser pieces adopted and greater length for the procedure.
