Abstract

Knowledge diaspora, encompassing academics and skilled professionals residing abroad, is distinguished by individuals sharing a common ethnic or national identity. Within this context, these diaspora communities play a pivotal role in contributing to the progress of their countries of origin, particularly in fields such as science, technology, and education. The intellectual periphery often aspires to leverage collaborations with their knowledge diaspora members to advance their higher education sectors and achieve broader development goals, emphasizing knowledge transfer and research partnerships. However, only a handful of nations, such as China, Israel, and South Korea, have successfully implemented comprehensive and effective diaspora engagement policies. However, navigating the formulation and execution of knowledge diaspora policies in the current global landscape, marked by heightened political tensions, requires careful consideration. Many countries face challenges in developing robust knowledge diaspora policies, which can be attributed to the substantial dedication and thoughtful deliberation necessary for their establishment. In response to these intricate dynamics, we propose a panel discussion to shed light on the knowledge of diaspora policies adopted by select countries. The discussion will delve into the tensions that may arise while implementing such policies and explore the nuanced positionalities of knowledge diaspora members concerning both their source and host countries. This panel seeks to provide insights into the challenges and successes associated with diaspora engagement, fostering a deeper understanding of the complex interplay between national identities, global politics, and the pursuit of knowledge.
