Abstract

To which extent does the EU ‘speak with one voice’ in global institutions, among them the United Nations General Assembly (UNGA) and the United Nations Security Council (UNSC)? How does the EU coordinate with the UN and its various agencies to work on its agenda to promote global values such as human rights, the rule of law and democracy? This panel explores coherence and cohesion among EU member states in the UN -- both in the United Nations General Assembly and in the Security Council -- and analyzes changes of the EU's role after the introduction of the Treaty of Lisbon and the EU's enhanced observer states in the UNGA.
